Minister Sabeeda Reaffirms Thailand’s Commitment to Protecting Thai Historic Sites and Antiquities within Thai Territory; Confirms Registration of Prasat Ta Khwai and Prasat Khana under Thai Law; Formal Clarification to Be Sent to Cambodia
H.E. Ms. Sabeeda Thaised, Minister of Culture of Thailand, reaffirmed Thailand’s commitment to the protection, safeguarding and preservation of its historic sites and antiquities as part of the country’s cultural heritage. She emphasized that Thailand’s actions are guided by established facts, historical and archaeological evidence, and applicable laws. Her remarks followed a letter dated 22 October 2026 from the Ministry of Culture and Fine Arts of Cambodia, containing claims and requests concerning historic sites and antiquities along the Thai–Cambodian border.
The Minister stated that Prasat Ta Khwai and Prasat Khana have already been registered as ancient monuments under Thai law. Accordingly, measures undertaken by the relevant Thai authorities are aimed at protecting, safeguarding and preserving these historic sites and antiquities in accordance with Thai law, with due regard for their historical and archaeological value and their significance as cultural heritage requiring appropriate care and preservation.
Regarding Prasat Khana, the Minister explained that Thailand’s Fine Arts Department conducted a survey of the site in cooperation with Border Patrol Police officers around 2001. At the time of the survey, no Cambodian military personnel or civilians were present in the surveyed area, nor was any objection or obstruction raised by the Cambodian side. This information forms part of the official survey records of the Thai authorities and may be taken into consideration in establishing the relevant facts.
Following the armed clashes and subsequent ceasefire, the relevant Thai authorities undertook measures to safeguard the area and its cultural heritage. The Fine Arts Department conducted a survey and prepared an inventory of the antiquities found in the vicinity of Prasat Khana before moving them to a secure location for safekeeping, with a view to preventing their loss, destruction or potential damage. These measures were undertaken to ensure the appropriate protection and preservation of the antiquities.
With regard to Cambodia’s request for the return of antiquities found in the vicinity of Prasat Khana, Minister Sabeeda reaffirmed Thailand’s position that the antiquities in question belong to Thailand. The Fine Arts Department has conducted surveys, prepared an inventory and moved the antiquities to a secure location for safekeeping to prevent loss, destruction or potential damage. These measures were carried out in the discharge of its responsibilities to protect and preserve Thailand’s cultural heritage in accordance with Thai law.
Thailand is therefore unable to accept requests for the return of these antiquities based solely on claims made by the Cambodian side, in the absence of clear supporting evidence and an established legal basis for such claims. Thailand remains firmly committed to protecting, safeguarding and preserving its antiquities on the basis of facts, evidence and applicable laws.
With respect to allegations concerning the use of historic sites for military purposes or the deliberate damaging of such sites, Thailand rejects these allegations and reaffirms that the actions undertaken by the relevant Thai authorities are intended to safeguard and protect cultural heritage, and do not involve the use of historic sites for military purposes or the intentional infliction of damage upon them.
Meanwhile, the Fine Arts Department is making preparations for the conservation and restoration of historic sites damaged during the armed clashes, with the objective of restoring their condition and preserving their historical and archaeological value for future generations. Such efforts will require surveys, assessments of the damage sustained and the application of appropriate conservation methods to ensure that restoration is undertaken with due care and with the greatest possible regard for the heritage value of the sites.
Minister Sabeeda further stated that the Ministry of Culture will prepare and transmit a formal letter to the Ministry of Culture and Fine Arts of Cambodia to clarify the relevant facts, including the registration status of the ancient monuments, the history of site surveys, measures undertaken to safeguard the antiquities, and plans for the conservation and restoration of damaged historic sites. The letter will also reaffirm Thailand’s position regarding the protection of its cultural heritage on the basis of relevant laws and supporting evidence.
“Thailand attaches great importance to the preservation of its cultural heritage and the historical value of its historic sites and antiquities. All actions must be grounded in facts, evidence and applicable laws. We remain fully committed to protecting and preserving Thailand’s cultural heritage and will provide the Cambodian side with clarification of the relevant facts through official channels,” the Minister stated.
The Ministry of Culture reaffirmed its commitment to addressing this matter with due care and firmness, in line with evidence and applicable laws, with the objective of safeguarding historic sites and antiquities and preserving their historical and archaeological value as cultural heritage for future generations.
